IDA's Model Lighting Ordinance
Dr. David L. Crawford, FIESNA

Abstract:  The International Dark-Sky Association has been working to
develop a model lighting ordinance as an aide to communities,
organizations, and individuals who have an interest in controlling the
adverse effects of poor outdoor lighting.  The working group is chaired by
James Benya, FIES, IALD, IDA.  There are several versions, to meet
different needs, and drafts of these are available on the IDA web site at
www.darksky.org.  The goal has been to develop a technically correct,
scientifically robust, and legally sound model ordinance that can be used
by communities through the USA and the world to control light pollution
while maintaining acceptable standards of nighttime lighting for the
genuine needs of humankind.  This effort has included input from the
lighting industry and from a sampling of both community staff and other
individuals.
