The paper looks at the competing requirements to limit skyglow while
satisfying the perceived need of society for a safe night environment,
night time visual interest and night time activities.
The creation of lighting installations that produce excessive sky glow
is not just a product of poor lighting design. It may be a "good
design" that is the product of a design philosophy that is narrow in
its outlook and selfish in its results.
The major problem is that in both camps there are people with strong
views that are light years apart holding a belief that the other side
does
not understand the real problem.
There are also many people who are looking for a co-existence, but where
does the middle ground lie and is middle ground adequate?
The paper looks at trends in external lighting, controls for the
reduction in sky glow and the extent to which the lighting requirements
and the sky glow restrictions are satisfied.
