HOW MUCH DO PHONE CALLS COST?


The Chilean phone system is very competitive and there are many different ways to make phone calls.  After a couple of inquiries from visitors and staff on the subject, I decided to make a quantitative comparison of some of the alternatives.  I thought the results were interesting enough to put this summary on our WWW page so that it would be accessible to staff and visitors.   I will try to keep it up to date from time to time since these rates are quite volatile.

This comparison is not intended to be exhaustive.  There are too many alternatives to investigate everything.   I have concentrated on the cost of calls to the US as a representative marker since rates/times/discounts are too complicated to try to unsnarl  the cost of every call for every carrier in a coherent fashion.

I think this list is fairly representative of the variations.  The differences are striking.  Costs for a five minute call to the States ranged from CP$695 (US$1.54) dialing direct from the recinto to CP$6216 (US$13.74) using an AT&T credit card.  I knew AT&T was pricey but I certainly had not appreciated what a ripoff it is!  Visitors be warned.    BTW, don't shed any tears for Entel.  The intrinsic cost of a phone connection to the States is less than US$.01/minute, so they are still making lots of money even at their direct dial rate of US$.31/min.

Kadur and I have gone over the telephone bills and done an empirical study of the actual charges so that we wouldn't be relying on someone's word for the direct dial prices.   These rates are adjusted from time to time for inflation (now running at about .5%/month). This is not precisely correct. The rate to call the U.S. rose 5% between February-December, 1998, as expected, while the rate to call the rest of the world only rose by 3% and the domestic rate increased by 22% during the day and 32% at night. It's still cheap, but the rate of increase is obviously not simply an inflation adjustment.

The following is a summary of the information I have at this time.   The dates are when the rates were valid.  I will be glad to include any additional information which anyone might have about how much it costs to call by other routes, or correct this information if anyone finds an error in it. Does someone have the current MCI and/or Sprint rates? How about the other Chilean carriers? (VTR, Satel, etc...)

Important! This page is somewhat out of date. It was written about two years ago when the exchange rate of the Chilean Peso was about 480 per dollar and no one has updated it in a year or two. The exchange is now up to 700. Still, in general the same principles still apply if you scale the rates.


THE VERY BEST AND THE VERY WORST WAYS TO MAKE A TELEPHONE CALL TO THE USA - OCTOBER 2001!!!

THE YIN!   The Chilean Telephone company, which used to be called CTC but which is now called Telefonica, sells a slick little card which they call Telefonica 188 or "Trotamundo". You can buy the card in denominations of CP 1K, 2K, 3K and 10K. Calls to the USA cost a flat rate of CP100 (about US$0.14) per minute. There are no hidden charges, no minimum, no charge per call, no special time to call. With it you can make a call from any telephone using a toll free 800 number. This includes public phones, home phones, the mountain or the CTIO recinto. All you need to do is get an outside line to make the 800 call. The cards are available at several Telefonica offices at the airport, at the Mall in La Serena and at the Telefonica office down town and other locations. Buy one of these cards when you arrive at the airport and use it to make your calls home! This card is a real bargain. They even have a toll free number in English! Note, by the way, that it has an expiration date.

BUT BE CAREFUL!   Telefonica also sells a card called "Linea Propia" which works exactly the same way except that it costs CP$400 (US$0.57) per minute. Why anyone would buy this card except out of ignorance is a mystery to me. However, ignorance is as usual, not in short supply. When I bought the 188 cards, most of the Sweet Young Things at the Telefonica office knew they sold two flavors of phone cards but didn't have a clue what the difference was!

THE YANG! - BEWARE!!!  I now live in the USA. We had a Chilean friend visiting us and one of her chums in Chile at her request called her collect at my house in Colorado. She said she would reimburse me when I received the bill. Was she in for a surprise???!!! This call lasted 21 minutes and cost $95.89 ($4.57/minute)! ( "E.T. - Perhaps you shouldn't phone home.")

It is rare to see exactly the same commodity selling in two places for a price differential of 33:1. Why is a collect call so pricey? The reason is that in the US one typically uses a long distance carrier with a cheap rate per minute and this carrier is usually not your local phone company. Almost no one ever makes collect calls any more but when you do, they come in via the regular phone company who then has you by the throat and gets to charge you the full, old fashioned rip-off price. Most US phone customers don't realize they are vulnerable to this until they get an unpleasant surprise of this kind! Even now they could be waiting to pounce on you for some appalling price per minute and if you accept a collect call, there's nothing you can do but pay. Betcha when you signed up for phone service you never asked what the rate for incoming international collect calls was, did you?
