Calibration Positions for 4MAP Lookup Tables

The following table lists the hour angles and declinations at which
IMAN measurements should be taken in order to calibrate the lookup
tables for 4MAP (the 4M Active Primary mirror support system). The HA
and Dec entries are chosen to give an equally spaced grid in azimuth
and zenith distance; azimuth varies as you move vertically through the
table and zenith distance as you move horizontally.
Start and end at zenith. In between, do the following:
